Luke serves as a Policy and Economic Development Advisor at the firm. With nearly 21 years of experience in both executive branch and legislative branch agencies, he brings a deep background in economic development, technology and infrastructure policy, community investment, communications, and government affairs. Throughout his career, Luke has worked at the intersection of public policy, strategic energy issues, emerging technology, and stakeholder engagement, helping translate complex government priorities into effective programs, partnerships, and strategies.

 

Most recently, Luke has served as Assistant Chief of Community Investments at the Ohio Department of Development, where he led a team that administered more than $1.5 billion in state and federal resources. His portfolio included housing, Community Development Block Grant programs, brownfield remediation, demolition and site revitalization programs, water and wastewater infrastructure grants, and energy-efficiency programs supported by the U.S. Department of Energy. Additionally, Luke helped establish and coordinate the Ohio Nuclear Development Authority. In this role, he worked closely with state leadership, local governments, community organizations, and private-sector partners to advance investment, infrastructure, economic development and energy priorities across Ohio.

 

Previously, Luke served as Managing Director of Communications and Policy for DriveOhio at the Ohio Department of Transportation. There, he advised senior state transportation leaders on strategic communications issues, worked with leading private-sector mobility companies and developed public policy on autonomous, connected, and electric vehicle technologies, as well as advanced air mobility. He also served as chief spokesperson for Ohio’s smart mobility initiative and worked with public- and private-sector partners to design Ohio’s regulatory, infrastructure, and policy environment for emerging transportation technologies.

 

Earlier in his career, Luke spent 14 years at the Ohio Statehouse with the Capitol Square Review and Advisory Board, ultimately serving as Deputy Director of Communications and Marketing. He advised agency leadership on policy matters, managed media relations and developed public communication strategies, publications, and high-profile events for legislative and executive leaders.

 

Luke also brings significant public board experience, including service with the Ohio Rail Development Commission and Heritage Ohio. His background gives him a unique understanding of converging issues and legacy initiatives, to deliver results for clients and communities statewide.

 

Luke and his wife Amanda reside in Westerville, Ohio with their three children, Sam, Lucy and Lincoln.
